Ragnvald sucks and to make matters worse, or better, there just happens to be an immensely powerful Dragon Priestguarding the quick exit. Otar the Mad is basically Electro within Skyrim. He's all about the lightning magicks, Lightning Shield, Lightning Bolt, Lightning Magic Super Death Strike v4. He's got it all.

Why Should I Care About Otar the Mad
This dude gets off thinking he can have the word, the, in his name. Seriously, that's not a valid part of a name. You don't see people naming their kids, Of do you. He is breaking the rules of man, and for this you must punish him. Oh, and he has a neato Otar the Mad helm and guards entryway to a new Dragon Shout.
The Otar the Mad mask gives 30% resistance to fire, frost and shock damage.

How to Kill Otar the Mad in Skyrim
* Otar the Mad has the effects of the Otar helm
Otar is a shock fiend. Lightning is his skooma, so take it's powers away with some well place shock resistance. Whether through potions, armor or elixirs, you'll have a much easier time with him.
Since this dude likes to cast a shield around him made of lightning melee characters will need to heal often or lessen the damage they take. You will take the damage while close to him, so there is really no way to avoid that.
As with almost any caster, you could bait casts by peaking your head for enough casts, and time, that he runs out of magicka and then you can valiantly run over and put your face through his skull.
Within the rooms in Ragnvald there are many areas with oil on the ground, lure him there and knock down the lights or cast a fire spell and watch that sucker burn.
He doesn't have too much health, so assassins may even be able to one shot him, if they can get to him undetected.
