That's because everyone's too busy playing Two-Handed oafs who charge into battle and lop heads off any enemy that rears his face. But what if you're a man, and enjoy playing a quick, nimble, skill based, stab you 30 times before you turn around type of hero.

Effects on Running and Walking Speeds
Incoming numbers. These numbers are all based on running around naked, they are percentages of speed you lose while doing a certain action.
How much slower are you in heavy armor : 10% speed penalty.
How much slower are you in light armor : 5% speed penalty.
How much slower are you with a two handed weapon : 25% speed penalty.
How much slower are you while dual casting magic : 15% speed penalty.
How much slower are you with a fireball and a one hander : 18% speed penalty.
How much slower are you while moving backwards : 80% speed penalty.
How much slower are you at the weight limit (not over) : 5% speed penalty.
How much faster are you moving while sprinting : 75% speed bonus
It has been noted that the speed bonuses seem to stack additively. For example, while in heavy armor and a two hander you would move 35% slower.

Notes About Speed Penalties
Because there is no official way, yet, to see exactly how fast and how slow you move in Skyrim. The testing for this was done by moving a common distance wearing different items, sheathed or unsheathed.
What this means with speed penalties is that the data is direct. If you were backpedaling you would have an 80% penalty- this does not mean you were moving at 20%, but rather that it would take 80% longer to cover that same distance.
You would be moving at, 1/1.8 =~ 55.6% of your normal speed while moving backwards.
So a 25% penalty, actually means you would be moving at about 80% normal speed. You can use that as a bench mark.
